AnEducatedForester has an idea for renovating our tax system:
The answer is in licensing fees AND mileage together. No fancy gps needed, just vehicle weight/hauling capacity and yearly mileage (odometer). We could actually license all vehicles, even bicycles, but tax bicycles at point of purchase based on the portion of the transportation budget dedicated to bike trail construction/maintenance, etc... That's not so tough.
