Eleven states have bottle deposit systems, where beer and aluminum cans carry a nickel deposit. Most of the bottle bill states have been doing this for years, and did not anticipate the thirty billion single use bottles that Americans now drink and toss each year. Some states are trying to change this and include water bottles; distributors and grocers are fighting back. One grocer said: "Are we responsible for all the containers and all the garbage we sell?"
