Toxic Televisions of the Undead Variety

This would have been so perfect to show around Halloween, but a good e-waste horror flick is effective at any time.
We're approaching the DEADline (har har) for the digital TV conversion, and Electronics Takeback Coalition has put out a video about how toxic TVs will walk among the undead unless they're properly recycled.

What percentage of the population DOESN'T have cable, satellite, OR the converter box and will throw away their TV?
Wait, I left out the ones that will keep it as a spare TV or the DVD player.
Seems a bit overblown, and a functioning TV has some value, even if it's in another country. I'm surprised somebody isn't offering to "recycle" you're "old soon to be useless TV" and selling them in another country.
But yes, PLEASE do recycle them properly!
In the UK - where we pay a TV licence fee - there should be discounts to people with TVs over, say, 5 years old.
It's terrible that there is no incentive - other than better picture quality! - to hold on to old TVs and not add tons of WEEE to the already large problem.
