Japan Pass Pollution Legislation

Japan has approved legislation to cut vehicle emissions around hotels, theaters and offices in cities, requiring architects to estimate pollutant levels, and create plans to reduce them. The law will take effect next year, and will encourage builders to provide more parking spaces to prevent congestion and include shuttle bus services. "The legislation is to further strengthen measures to prevent air pollution caused by nitrogen oxide from vehicles in areas with heavily polluted air," the Government said in a document accompanying the bill. ::ENN

How do more parking spaces PREVENT congestion? One big reason not to have a car in the city, or even bring one in, is expansive and rare parking.

MORE parking spaces?? Japan has one of the best mass transit networks in the world. Anywhere I can't get to by bus or train is an extremely rare exception. More parking spaces is not going to ease congestion, it's going to make it easier to have a car!
Maybe by "parking spaces" they meant places close to residential areas where you can park and then take the train or bus?
Just so that people know the masks that are worn in Japan are not meant for pollution but are meant for pollen allergy and for those who have colds( and those don't want to catch a cold). Many people tend to think that it has to do with pollution and I am a bit disappointed that this certain picture was used for this article...
