In his recent state of the state address, Rhode Island Gov. Donald Carcieri announced that his state would be the latest to join the Regional Greenhouse Gas Initiative (RGGI). This news comes a mere two weeks after Massachusetts Gov. Deval Patrick (D) revealed a similar plan for the Commonwealth. The two states join: New York, Maine, Vermont, Connecticut, New Hampshire, Delaware, and New Jersey in the regional effort to address climate change. The RGGI agreement will cap carbon dioxide emissions from power plants from January 1, 2009 through the beginning of 2015. The states will subsequently be required to reduce their carbon dioxide emissions by 10 percent by 2019. Under the accord, each state is given discretion in the allocation of emissions allowances. However, RGGI mandates that 25 percent of each state’s allowances be reserved for a consumer benefit or strategic energy purpose.
