Should Quiet Hybrids and Electric Cars Have Noisemakers?

In Japan, Prius Hybrids can have an optional Vuvuzela so that people can hear it coming. A few years ago in the States, a bill was introduced to protect blind people and other pedestrians from the dangers posed by quiet cars. But others have noted that our cities are noisy enough already, or that it is not the pedestrian's job to get out of the way of cars, but the driver's job to avoid hitting them.
