From the Forums: 36 Million Fewer Cars

mikev has a simple idea to reduce the number of cars in the US:

There are about 250 Million cars registered in the US and 14.6% of them are uninsured. How hard would it be to set up a database of to identify uninsured cars and strip them of their registration or boot them? How much oil would this save from being burned and how many tons of CO2 would this keep out of our atmosphere?
