The fundamentals aren't so different from what is being done elsewhere (like Vélib in Paris), but the ambition is on another scale. The Hangzhou Public Bicycles are well integrated into the other mass transit modes, the number of bikes and stations is growing very rapidly, and the bikes are essentially free on most trips.
