Amphibian bike rides on land or water

Here's an idea that that would have been useful in Toronto recently, or in Venice any time: a hybrid amphibian bicycle. Outrigger globe floats fold down to keep it stable, sort of training wheels for water; they "revolve freely like wheels, resulting in a minimum of drag."

Propulsion on water is provided by little wedge-like fins on the rear float/ tire. One would think that this is a lot of work, but our French inventor appears to ride in comfort in a suit while smoking a pipe, and demonstrated it in a large swimming pool.
